How does Microsoft Copilot decide which law firms to name?
Copilot grounds its answers in Bing. The Bing settings, tags and reports that decide whether a law firm gets cited, from Microsoft's own pages.

Microsoft Copilot names a law firm when Bing's index has clear, current, consistent information about it. Microsoft says Copilot grounds information-seeking answers in web search results and adds hyperlinked citations, and its Bing guidelines say Bing and Copilot share the same crawling, indexing and ranking foundation.
That makes Copilot better documented for site owners than the other AI tools. Microsoft publishes which page tags change Copilot's use of your content, asks sites to report changes through IndexNow, offers Bing Places for business details, and shows Copilot citations in a report inside Bing Webmaster Tools.
Most law firms we meet have never opened Bing Webmaster Tools. That's the gap, and it's usually an afternoon's work to close. We work with law firms across the US and Canada, and also in Australia and the UK.
Where Copilot reads
Copilot decides per question whether to search, then writes from the web results and cites them.
Microsoft's Copilot Transparency Note, dated August 18, 2026, says that for conversations where people seek information, Copilot is grounded in web search results and provides hyperlinked citations.
The note describes a check on every prompt: whether the request needs grounding data from the web, and which model should answer. A question like "which lawyer in Phoenix handles wrongful termination?" needs current, local facts, so it gets a web search. Microsoft says Copilot centers its response on "high-ranking content from the web".
The Transparency Note doesn't name the search engine. The Bing Webmaster Guidelines do: they describe how Bing discovers, crawls, indexes and surfaces content across Bing search, Copilot and grounding results, and say these rely on the same core foundation. For a law firm, Copilot visibility is Bing visibility.
Microsoft's support page on how Bing ranks results names relevance, quality and credibility, user engagement, freshness, location and language, and page load time. For location it says Bing considers the searcher's country and city. It also says websites can't pay to improve their organic positions.
IndexNow and sitemaps
Bing asks sites to report every new, changed or deleted page, because stale pages end up in Copilot answers.
Bing's guidelines say timely notifications help reduce outdated or incorrect references in Copilot responses. The tools for that are IndexNow and an accurate sitemap.
- IndexNow
IndexNow is a free, open protocol that tells participating search engines a URL was added, updated or removed. Bing prefers submissions as they happen over big batches. Many website platforms support it through a setting or plugin; otherwise a key file of 8 to 128 characters goes on the site and changed URLs are submitted with it.
- Sitemaps with honest dates
Bing's July 2025 post says lastmod is a key freshness signal and should use the full ISO 8601 date and time. It also says Bing ignores changefreq and priority. Setting lastmod to the moment the sitemap was generated, rather than when the page changed, is a mistake Bing calls out.
- How often Bing reads it
Bing says it fetches a sitemap as soon as it's submitted in Bing Webmaster Tools or found in robots.txt, then typically at least once a day. When a firm moves offices, the sitemap and IndexNow are how Bing hears about the changed pages quickly.
When we publish a page on a client site, IndexNow is pinged the same day. It's one of the few places where a firm can tell an AI tool's source index directly that something changed.
Bing Places
Bing Places is where Microsoft gets a firm's address, hours and phone for local answers.
In February 2026 Bing told local businesses to register with Bing Places for Business so key details like address, hours and contact information stay current and eligible for AI-generated responses.
Bing Places is free. Microsoft's ranking page says Bing Maps relies on licensed and publicly available location data, and that businesses improve accuracy by registering and keeping location, contact information and hours current. It also notes Bing Places is available in limited markets, so check yours.
On Bing Places and the directories, list the firm's real phone number, not a tracking number, so the details match everywhere. The listing has to match the website and the Google Business Profile character for character, because Bing reads all three, and two phone numbers give Copilot two answers.
The afternoon setup
Six steps put a law firm on the Bing side properly, in the order we do them.
None of this needs a developer if the site's platform supports IndexNow. It does need someone with access to the domain, the site and the firm's email.
Add the site to Bing Webmaster Tools
Bing lets you import a verified site straight from Google Search Console, sitemaps included. Otherwise verify with a DNS record, a meta tag or an XML file. Bing says data usually takes about 48 hours to appear.
Submit the sitemap
Submit it in Bing Webmaster Tools and add a Sitemap line to robots.txt. Check that it lists only the canonical address of each page, with real last-modified dates.
Turn on IndexNow
Through the platform's setting or a plugin, or a key file plus submissions. From then on, every new or edited page is reported as it's published.
Check the tags and crawler access
Look at the robots meta tags on the home page and two practice pages for NOARCHIVE, NOCACHE or NOINDEX. Confirm robots.txt and the firewall let Bingbot in.
Claim Bing Places
Claim or create the listing, use the firm's exact name, real phone, address and hours, and pick the right category.
Open the AI Performance report
Note the starting numbers: citations, cited pages and grounding queries. That's the baseline every later month is compared against.
Measuring Copilot
Bing's AI Performance report shows when Copilot cites a firm's pages, and for which questions.
No other AI tool gives site owners this. Bing launched the report in public preview in February 2026 and added more views in June 2026.
- What it shows
Total citations, the average number of your pages cited per day, the grounding queries (the phrases the AI used to retrieve your content, shown as a sample), citations per page, and trends over time. Bing says it covers Copilot, AI summaries in Bing and select partner experiences.

Intents classify grounding queries into groups including Local, and Topics cluster related queries.
Citation Share shows your percentage of all citations for a query, without naming competitors. Compare overlays a previous period, such as the last 30 days against the 30 before.

What we see
In our client work, Bing is the piece most firms have skipped, and it feeds more than Copilot.
Copilot may not be the only tool reading Bing. When OpenAI's help page explains which search providers ChatGPT search sends queries to, it points to Microsoft's privacy statement.
Our clearest AI search result is in ChatGPT: one family law firm now shows up first there, adding 50 to 100 calls a month over the last three months. Bing Webmaster Tools, IndexNow and Bing Places are part of how we set up AI search work, because the Microsoft side supports more than one tool. Our ChatGPT guide explains that connection.
Bing's guidelines also warn against tactics: content written to trigger citations, keyword stuffing, mass-generated pages and attempts to manipulate the language models behind Copilot can cost visibility. A new business law firm that spent six months on a clean, consistent presence is the opposite approach, and it's the one Bing describes rewarding. No Bing Webmaster Tools account
Without it there's no sitemap submission, no crawl error report and no AI Performance report. It's free, and importing from Search Console takes minutes.
NOARCHIVE left on practice pages
Bing says NOARCHIVE keeps content out of Copilot responses. The page still ranks in Bing, so the problem stays hidden until someone checks the tags.
A sitemap with fake dates
A lastmod that changes every time the sitemap is regenerated tells Bing nothing. Bing asks for the date the page content actually changed.
Tracking numbers on Bing Places
A tracking number on Bing Places and another number on the website give Bing two phone numbers for one firm. Keep the real number on listings.
Writing for the bot
Bing's guidelines say content made to trigger citations or AI responses, rather than for people, can lose visibility. Plain answers for real clients are what it asks for.

Is Copilot just Bing with a chat box?
Close enough for planning. Microsoft says Copilot grounds information-seeking answers in web search results, and Bing's guidelines say Bing and Copilot rely on the same crawling, indexing and ranking foundation. Copilot decides per question whether it needs to search, then writes from the results and cites them.
Do we need Bing Webmaster Tools if we already use Google Search Console?
Yes. Search Console shows Google only. Bing Webmaster Tools is where you submit a sitemap to Bing, see crawl problems, and read the AI Performance report on Copilot citations. Bing lets you import a site from Search Console, so the setup is short.
What's the difference between NOCACHE and NOARCHIVE?
Both keep the page in Bing's search results. Bing says NOARCHIVE keeps the content out of Copilot responses and grounding, while NOCACHE limits Copilot to the URL, title and snippet. If both are on a page, Bing treats it as NOCACHE. For a practice page you want cited, neither belongs there.
Does IndexNow make Copilot cite us?
No tool can make Copilot cite a firm. IndexNow tells Bing quickly that a page was added, changed or removed, so Copilot isn't working from a stale version. It matters most when something important changes: a new office, a new practice page, a lawyer joining or leaving.
Is the AI Performance report available in Canada, Australia and the UK?
Bing launched it as a public preview in Bing Webmaster Tools, and said the June 2026 additions were rolling out globally in preview. Add your site and check what your account shows. Bing Places is a different case: Microsoft says it's available in limited markets, so confirm it covers your country.
Can we pay Microsoft to be named in Copilot?
Microsoft sells ads through Microsoft Advertising, and its ranking page says ads are labeled and that websites can't pay to improve organic positions. Nothing in the Copilot or Bing documentation we read describes paying for a citation inside the answer.
How do we know if Copilot sends us clients?
Three places: the AI Performance report for citations and grounding queries, referral visits from Copilot in your analytics, and an "AI assistant" option in your intake form's "how did you hear about us?" question. Many people read the answer and call without clicking, so the intake question catches what analytics can't.
