Local Services Ads or Google Ads: which should a law firm use?

Pay per lead or pay per click: how Google's two ad types differ for a law firm, where each is available, and when to run both.

If you read one part of this page, read this.

If you're a US firm in an urgent, local practice area, with reviews coming in and someone answering the phone, start with Local Services Ads: you pay per lead, and Google credits poor-quality leads back. If you're in Canada or Australia, your practice isn't an LSA category, or you need to choose exact case types, start with Google search ads, which charge per click.

Many firms end up running both. One DUI defense solo made $13,500 from $600 in ad spend on Local Services Ads. A Toronto solo, where LSA isn't offered for lawyers, generated $10,875 in the first week on Google search ads.

The choice comes down to where your firm is, what your phones and reviews look like, and how much control you need over which cases come in. We work with law firms across the US and Canada, and also in Australia and the UK.

How each one charges

One charges per lead, the other per click.

Local Services Ads bill you when someone contacts you through the ad. Google search ads bill you when someone clicks the ad, whether or not they ever reach out.

Local Services Ads: you pay for leads

Your bid is the maximum you're willing to pay for a lead, and you may pay less. A lead is a call, message, voicemail or, in the US and Canada, a booking request through the ad. Reading your listing costs nothing.

A missed call is charged only during your business hours and active ad schedule, and only if the caller stays on the line for more than 20 seconds. The same person contacting you again within 15 days isn't a new charge.

Google search ads: you pay for clicks

You bid in an auction on each search. Google says you pay only when someone actually clicks, and often less than your maximum bid. A click from someone who never calls or fills out the form is still paid for.

Search campaigns run on an average daily budget. Google can spend up to 2 times that on a busy day, but never charges more than 30.4 times the daily average in a month.

Where they show

Different units, different things doing the selling.

LSA shows in its own unit on Google Search and Maps, with your rating and badge. Search ads show as text ads above or below the regular results, placed by bid and quality.

The Local Services unit lists firms with a photo, star rating, review count and the Google Verified badge, and people often call straight from it. Search ads look like regular results, and Google's Ad Rank sets whether and where they show, weighing your bid, ad and landing page quality, and the search's context.

So on LSA your reviews do the selling, and on search ads your words and your page do it. A firm with 80 reviews looks strong in the LSA unit. A firm with 6 can still win the click with an ad that answers the exact question someone typed.

Control over case types

Search ads let you pick the searches. LSA picks them for you.

LSA is keywordless: you choose case types, areas and hours, and Google decides which searches match. Search ads let you choose keywords, block searches with negative keywords and read the actual search terms.

On LSA

You choose from Google's service categories (in the US: family, criminal, DUI, immigration, estate, bankruptcy, personal injury and more), your service area and your hours. Ranking then weighs what the person searched, how relevant your services and bio are, and how likely the search is to become a lead. There's no list of searches to review and no phrase to exclude.

On search ads

You pick keywords and match types. Exact match shows on searches with the same meaning or intent; broad match can show on searches that don't contain your keyword's direct meaning, which is where budgets leak. Negative keywords exclude what you never want to pay for: jobs, law school, free forms, practices you don't take. Google notes negatives don't match close variants, so "job" won't block "jobs". The search terms report shows the real words people typed. Reading it every week or two is where waste shows up.

Why it matters

If you want contested custody cases and not uncontested divorces, search ads let you say so in the keywords, ad and page. LSA sends whatever matches the family category, and the filtering happens on your phone.

What each needs from the firm

LSA runs on your phones and reviews. Search ads run on your pages and negatives.

Each platform rewards a different habit inside the firm. Pick the one whose habit you already have, or are ready to build.

LSA: verification, answered calls, reviews

You need a public, verified Google Business Profile. US firms then pass identity checks, background checks for select users, a business registration check, professional liability insurance where local law requires it, and a state bar license check for each lawyer. Google says missed calls may hurt your responsiveness, which feeds ranking, and it counts your rating, review count and response time as profile quality. It recommends 5 or more reviews.

Search ads: pages, tracking, fast follow-up

Landing page quality is part of Ad Rank, so each case type needs a page about that one thing, with an obvious way to call. Bad leads and wasted clicks

LSA credits poor-quality leads. Search ads have no lead credits.

On LSA, Google reassesses charged leads and credits low-quality ones automatically, usually within 30 days. On search ads, a click is paid for the moment it happens.

Google's models assess each LSA lead at first contact and don't charge invalid or low-quality ones. Charged leads are reassessed later and credited if judged low quality, while the original charge stays on the invoice. Credits for "job type not serviced" and "geo not serviced" have ended, and automatic credits aren't available to advertisers in EMEA, which includes UK firms. You can still use "Rate this lead" in the Leads view.

Search ads have no equivalent for a click from someone who wanted a job or a free form. The protection comes before the click: tight keywords, negatives and search term reviews. LSA filters after the fact. Search ads make you filter before it.

Where you can use them

For lawyers, LSA is a US product, plus Greater London.

Google lists legal categories for LSA in the US, and in the UK only in Greater London. Its Canada page lists home services only, and LSA isn't offered in Australia. Google search ads run in all four countries.

Even in the US, check the list: there's no elder law, workers' compensation, landlord-tenant or tax lawyer category by those names. For a firm in Toronto, Sydney or Manchester, the question answers itself: search ads, with the Business Profile and AI search underneath. A Toronto real estate solo with no online presence signed a first client within 24 hours and generated $10,875 in the first week, from just over $300 in ad spend.

What's changing

LSA is moving into Performance Max, still pay per lead.

Google is moving Local Services Ads into a Performance Max campaign type with pay-per-lead goals. You still pay per lead, the ads still show only on Search and Maps, and they're still keywordless.

  • August 2026: select US home and storefront categories, such as plumbing and HVAC.
  • Late 2026: service-area businesses without storefronts, and custom bidding or booking setups.
  • 2027: non-US accounts and remaining categories. Google gives no date for legal.
  • Verified status and the Google Verified badge transfer automatically; insurance and license reverification are no longer required.

None of this changes the comparison here. When a client's account moves, we handle the switch.

Running both

When to run both, and when one is enough.

Run both when you're eligible for LSA, the budget covers each at a sensible level, and you want case types LSA can't single out.

LSA for steady calls, search for the cases you want more of

A US family firm might let LSA bring in general family calls while a search campaign chases contested custody with its own page. Search ads can also carry the firm while LSA verification finishes.

When not to split

Below about $1,000 a month in total, our Growth Guide suggests skipping paid ads and building the Business Profile and reviews first. Two thin campaigns learn slower than one funded one.

When one is plenty

How to decide

Answer these in order.

Each question can settle it. Stop at the first one that does.

  1. Check where you practice

    US or Greater London? Keep going. Canada, Australia or the rest of the UK? Start with Google search ads.

  2. Check your practice is a category

    If your practice isn't in Google's LSA list for your country, search ads are your route for it.

  3. Look at your phones

    If calls go unanswered during business hours, including court days, fix that first with staff or an answering service. On LSA, missed calls count against you.

  4. Count your reviews

    Google recommends 5 or more. With very few, start asking clients now, whichever channel you pick.

  5. Decide how selective you need to be

    If you want one or two case types inside a broad practice, search ads give you that control. If you'll take most of what the category brings, LSA is simpler.

  6. Fit the budget, then judge on signed cases

Common mistakes

Where firms go wrong.

We see these on accounts firms bring to us, on both platforms.

  1. Comparing a lead price to a click price

    A $150 lead and a $20 click aren't the same unit. Bring both down to cost per signed case before calling one cheaper.

  2. Letting LSA calls ring out

    A missed call in business hours where the caller waits more than 20 seconds is charged, and it can hurt your responsiveness. You pay for the lead and lose ground on the next one.

  3. Running search ads with no negatives

    Broad match with no negative list pays for job seekers, students and people after free forms, and nobody credits those clicks back.

  4. Assuming LSA is open to you

    Many LSA guides are written for US firms. A Canadian or Australian firm, or a UK firm outside Greater London, can lose weeks preparing for a product Google doesn't offer it.

Straight answers to the questions that come up most.

Are Local Services Ads cheaper than Google Ads for lawyers?

Not by default. LSA charges per lead and credits poor-quality ones; search ads charge per click, and a well-built campaign can bring leads that sign at a better rate. Compare cost per signed case after a few months.

Can Canadian law firms use Local Services Ads?

Not today, going by Google's Canada page, which lists home services only. Canadian firms start with Google search ads, the Business Profile and AI search, the route a Toronto solo took to $10,875 in the first week.

Do I need a website for Local Services Ads?

LSA requires a verified Google Business Profile, and many leads call straight from the listing, so the website does less of the work. Search ads send every click to a page and live or die on it.

Can I choose which cases come through LSA?

Partly. You choose categories, service areas and hours, and you can rate leads. You can't pick keywords or block searches. For that, add a search campaign.

Does the Google Verified badge show on search ads?

No. The badge belongs to Local Services Ads, after Google's screening. Our Google Verified guide covers the checks for US lawyers.

Will the move to Performance Max change which one I should use?

Not the basic choice. Google says the new campaigns still charge per lead, run only on Search and Maps, and are keywordless. Non-US accounts and remaining categories move in 2027, with no date for legal.

How long before I can judge either one?
