Should a law firm use Performance Max?
What Performance Max is, why we don't launch law firms on it, when it can earn a test, and what the Local Services Ads move into it means.

The short answer

Not as a first campaign. Performance Max spreads one budget across Search, YouTube, Display, Gmail, Discover and Maps, chooses its own searches and can write its own ad text, and it learns from conversion data a new law firm account doesn't have. Start with a Search campaign on exact match, and consider Performance Max later as a test.
It can work for an established firm with steady, well-tracked leads, a search campaign already covering its core searches, and someone checking where the money goes every week. Even then, it's an add-on to Search, not a replacement.
Separately, Local Services Ads are moving into a special Performance Max type that still charges per lead and shows only on Search and Maps. That's a change in where you manage LSA, not a reason to run regular Performance Max. We work with law firms across the US and Canada, and also in Australia and the UK.
What it is
One campaign, every Google channel, and Google chooses most of the details.
Google describes Performance Max as a goal-based campaign type that reaches all Google Ads inventory from a single campaign: YouTube, Display, Search, Discover, Gmail and Maps.
You give it a goal, a budget, text, images and videos, and optional signals about your customers. It uses keywordless targeting: instead of a keyword list, Google uses signals from your campaign, website and assets to decide when, and for which searches, your ads appear. Bidding is Smart Bidding, set per auction on the predicted chance of a conversion.
Google recommends it when you want to maximize performance "without restricting where your ads appear". For a law firm, where the ads appear is most of the question.
Search vs Performance Max
Search lets you choose the searches. Performance Max asks you to trust Google's choices.
The differences that matter for a law firm come down to control: which searches, which channels, which words and which pages.

Why we don't start with it
Four reasons Performance Max is a poor first campaign for a firm.
None of these is a flaw in Performance Max. They're a mismatch between how it learns and how legal leads work.
- It needs conversions a new account doesn't have
Smart Bidding learns from conversions. A firm might get 10 or 20 leads in a first month, and the ones that matter, signed cases, show up weeks later. With little to learn from, Performance Max spends by prediction on thin evidence. On Search we start with Maximize clicks and a cost per click cap for the same reason, and switch to conversion bidding after about 30 leads.
- Lower-intent channels share the budget
Google says Performance Max distributes the budget across channels based on where it predicts the return. Someone watching a video isn't searching for a DUI lawyer right now. Google's pages list controls for searches, brands, pages and placements, but not a setting that keeps it to Search alone. When we set up a search campaign for a firm, it runs on Google Search only.
- Generated text and pages need the firm's review
With text customization on, Google writes headlines and descriptions from your site and ads. With Final URL expansion on, it can send people to a different page and write a matching headline. Google itself says you remain responsible for the compliance and accuracy of that content. For a lawyer, an ad no one approved is a bar rules question. Some states also expect ads filed with the bar, covered in our Florida and Texas guides.
- It can take credit for your own name
People searching your firm's name were going to find you anyway. Without brand exclusions, Performance Max can serve on those searches and report cheap conversions that look like growth.
The controls
Brand exclusions, negatives, search themes and URL rules are the levers you get.
Google lists a set of controls for Performance Max. Some guide it and some fence it in. A law firm that tests it should use the fences.
- Brand exclusions
Google calls brand exclusions "the most effective way to control how your ads appear on searches for your brand", misspellings included, and recommends them over negative keywords for brand names. Use them for your firm's name, and for any other firm's name you don't want to pay for.
- Negative keywords
They work at campaign or account level, on Search and Shopping inventory only. Google calls them "highly restrictive" and suggests using them only for brand safety or completely irrelevant terms. - Search themes
Words and phrases describing what your clients search for, as a signal rather than a keyword. Google suggests up to 50 and broad wording. A theme carries the same priority as a phrase or broad keyword in a Search campaign.
- Final URL expansion and URL exclusions
Leave Final URL expansion off and Performance Max uses the pages you give it. If it's on, exclude everything that isn't a landing page for a case you want: blog posts, careers, the about page. Google notes URL exclusions only work while expansion is on.
When it can work
An established firm with tracked cases can test it beside Search.
The firms where a test makes sense already have the things Performance Max needs. If any item below is missing, fix that first.
Check the conversion data
About 30 or more real leads a month, with qualified leads or signed cases sent back from the CRM so Google learns which leads mattered. Our Google Ads call tracking guide covers sending calls back.
Keep Search running on your core searches
Exact match keywords for your main case types stay in Search, with enough budget that they aren't limited.
Set the fences before launch
Brand exclusions for your firm, account-level negatives, Final URL expansion off (or tight URL exclusions), and text customization off unless every generated line will be reviewed.
Give it assets the firm approves
Headlines, descriptions, images and video you'd be comfortable showing a bar regulator. No client faces, no results the rules don't allow.
Fund it separately and set an end date
A fixed test budget for a set number of weeks, not money taken from a working search campaign. Google says learning usually takes one to two conversion cycles.
Judge it on cost per signed case
Check the channel performance report and search terms weekly. A cheap lead from YouTube that never signs is not a cheap lead. Our guide to cost per signed case shows the math.
Local Services Ads
Local Services Ads are moving into a pay-per-lead Performance Max type.
Google is migrating Local Services Ads into a specialized Performance Max campaign with pay-per-lead goals. It keeps paying per lead, showing only on Search and Maps, and targeting without keywords.

Timing: select US home and storefront categories from August 2026, service-area businesses without storefronts and custom setups in late 2026, and non-US accounts and all remaining categories in 2027. Google names no date for legal. It emails the account administrator 14 days before a migration and says to allow up to two weeks for performance to settle.

Where firms go wrong.
The Performance Max mistakes we'd steer any law firm away from.
Launching a new firm on it
With no conversion history, it has almost nothing to optimize toward, and the budget spreads across channels where few people are looking for a lawyer that minute.
Replacing a working search campaign with it
Keep Search on your core searches. Test Performance Max with its own budget beside it.
Leaving brand exclusions off
The campaign can claim credit for people who searched your firm's name, and the report looks better than the business does.
Letting Google write and publish ad text unreviewed
Turn text customization off, or review what it generates. Bar rules apply to every ad, whoever wrote it.
Optimizing to form fills instead of real leads
If the goal counts every form, including spam and wrong case types, Performance Max will find more of exactly that.

Is Performance Max good for law firms?
It can be, for an established firm with steady leads tracked to signed cases. For a new or small firm, a Search campaign with exact keywords and its own landing pages gives more control for the same budget. We treat Performance Max as a later test, never a first campaign.
Will Performance Max show my ads on YouTube and Gmail?
It can. Google describes it as reaching YouTube, Display, Search, Discover, Gmail and Maps from one campaign, and it moves budget between them based on predicted results. Its channel performance report shows where it served and what each channel brought in.
Can I see which searches Performance Max showed my ads for?
Partly. Google's search terms report includes Performance Max and helps show which searches led to conversions. You can block searches with negatives and brand exclusions, but you can't bid on individual searches the way a Search campaign lets you.
Do I have to move my Local Services Ads to Performance Max?
Google moves accounts itself, in phases, and emails the account administrator 14 days ahead. The new campaigns still charge per lead and show on Search and Maps. Non-US accounts and remaining categories move in 2027; Google gives no date for legal. Firms in Canada should read our Canada and UK Local Services Ads guide first.
What are search themes in Performance Max?
Words and phrases you add to tell Google what your clients search for, such as "truck accident lawyer". They're signals, not keywords: Google uses them to find related searches. They share priority with phrase and broad keywords in a Search campaign, while identical exact keywords take priority over both.
Should I let an agency run Performance Max for my firm?
Ask what conversion it will optimize to, whether brand exclusions and text review are in place, and how results will be judged on signed cases. If those answers are vague, wait. To talk it through for your firm, schedule a consultation.
